need help identifying bird

I have recently found a young parrot in my yard, he is very friendly and may be someones pet..
its got green wings, with blue under them, a red tale, black head feathers, black and white chest feathers and white rings around its eyes..
if any one can help identify what sort of parrot it is, it would be much appreciated!
